淡江大學緊急紓困助學金實施要點

• 一、依據：教育部 96 年 8 月 3 日台高（四）字第 0960119262 號函之「大專校院弱勢學生助學計畫」辦理。
• 二、目的：為發揮人飢己飢、人溺己溺之精神，使遭受重大傷病或因家庭突遭變故而陷入生活困境之學生，獲得適時之慰問及援助，特訂定本要點。
• 三、適用對象及核發條件：凡本校學生（不含外籍生及陸生）在學期間發生下列一至三款情事之一，且符合第四款限制條件者，均得提出申請。
  • （一）學生本人因傷病住院七日以上或發生意外死亡者。
  • （二）學生父母或監護人罹患重大傷病或死亡、或遭逢重大事故，致使家庭經濟陷入困境，影響學生就學者。
  • （三）其他特殊家境清寒，急需救助者。
  • （四）限制條件：學生及其父母或監護人最近一年綜合所得總額在新臺幣一百萬元以下，或不動產價值合計一千萬元以下者，始得提出申請，逾上列金額者，不予補助。
• 四、申請方式：
  • （一）由當事人、導師或系教官以書面陳述事實，檢附佐證資料提出申請，經系教官或導師簽送業務承辦人擬辦後，簽請生活輔導組組長審查，經學生事務長或行政副校長批核後，給予適當之補助金額。
  • （二）申請時須檢附最近三個月內申請之戶籍謄本、綜合所得稅各類所得資料清單及財產清單以供查驗，僑生僅需提供學生本人之清單即可。
  • （三）申請人應於事實發生之日起三個月內提出申請，但有特殊原因未能依規定期限辦理，經專案核定者，不在此限。
• 五、同一事件申請以一次為限。
• 六、補助原則：救急優於救貧，支援經濟陷於困境者優於受傷者。
• 七、經費來源：由學校獎助學金項下提撥經費支應。
• 八、本要點經學生獎助學金委員會會議通過，報請校長核定後，自公布日實施；修正時亦同。

TKU Guidelines for Implementing Emergency Relief Grants

1. These guidelines are based on the MOE Reference No. 0960119262（08/03/2007）“Plans to Assist Disadvantaged College Students”。
2. Objective：In order to develop the spirit of compassionate helping when a student suffers from a major injury or illness or when the family of a student suddenly meets an unexpected fall into dire financial straits，and to insure that the student obtains timely solicitude and support，these guidelines were enacted。
3. Objects and qualification：All TKU students（excluding foreign students and PRC students）who meet one of the following condition 1st through condition 3rd during the school year and meet the condition 4th may apply。
   • a）A student who personally suffers injury or falls ill and is hospitalized for 7 days or more，or who suffers accidental death。
   • b）A student whose parents（legal guardian）suffers major injury，illness or death，or because of encountering a major trouble causing his/her family finances to fall into dire straits thereby affecting the student’s education。
   • c）A student whose family finances fall into dire straits due to other special circumstances and requires emergency aid。
   • d）Restrictions：Students and their parents or guardians whose total annual household income is less than NT$1 million in the recent year，or whose real estate value is less than a total of NT$10 million。If the amount exceeds the above，no subsidy will be granted。
4. Manner of application：
   • a）The party concerned，his/her class teacher or his/her department military instructor makes out an application accompanied by a written statement of the facts and documentation of the evidence；after being sent to the party concerned，the application is inspected by the Section Chief of the Guidance Section and then is approved by the Dean of Student Affairs or the Vice President for Administrative Affairs；finally a grant of an appropriate amount will be given。
   • b）At the time of application，you must attach the household registration transcripts within the recent three months，the comprehensive income tax information list and the property list for inspection。The overseas Chinese students only need to provide the list of the students themselves。
   • c）The applicant should make out an application within three months of the day of the occurrence。However，if for special reasons the applicant is unable to complete the application within the time limit，after undergoing special approval the time limit will not apply。
5. One incident can only have one application made out。
6. Grant principle：Aid to emergency situations takes precedent over aid to the poor；support of those whose financial situation is in dire need takes precedent over those who are injured。
7. Funding source：The source is from the school’s scholarship funding that has been set aside for such purposes。
8. This set of guidelines will take effect on the date of its publication after being passed in a Student Scholarship Committee meeting and approved by the TKU President。The same applies to any later amendments made。
